nay ngày 1-8-2025 tại California, Hoa Kỳ tức là ngày 2 tháng 8 năm 2025 tại Việt
Nam, sự kiện thực tế xảy ra từ “hiện trường” Tân Sơn Nhất như sau:
Gia
đình Tran-Perez gồm vợ chồng (đều là bác sĩ Y khoa) và ba con
(sinh viên đại học với khuynh hướng theo ngành Y) từ Mỹ về tình nguyện làm CÔNG
TÁC THIỆN NGUYỆN tại Dak Lak (Buôn Mê Thuột) theo chương trình trợ giúp nhân đạo
thuộc tổ chức SAP-VIETNAM.
SAP-VIETNAM
(Social Assistance Program for Vietnam) là một tổ chức thiện nguyện phi lợi nhuận,
hoạt động với mục tiêu hỗ trợ y tế và xã hội cho người dân có hoàn cảnh khó
khăn tại Việt Nam. Được thành lập từ năm 1992 tại Hoa Kỳ, tổ chức này quy tụ
các bác sĩ, dược sĩ, chuyên viên y tế và thiện nguyện viên người Việt hải ngoại,
thường xuyên về Việt Nam để thực hiện các chương trình khám bệnh, cấp thuốc miễn
phí, phẫu thuật nhân đạo và trợ giúp cộng đồng.
Tương
tự như tổ chức Doctors Without Borders (Médecins Sans Frontières), SAP-VIETNAM
hoạt động độc lập, không vụ lợi và không phân biệt vùng miền, tôn giáo hay
chính kiến. Tổ chức này đã góp phần nâng cao chất lượng cuộc sống và chăm sóc sức
khỏe cho hàng chục ngàn người Việt Nam ở các vùng sâu, vùng xa trong suốt hơn
ba thập kỷ qua.
Con
cháu trong gia đình chúng tôi hiện có 9 thành viên (5 doctors chuyên ngành và 4
sinh viên đại học) đang có mặt tại Dak Lak, tự nguyện tự túc mọi chi phí và
đóng góp tiền
bạc theo quy định. Các cháu có 3 đứa sinh ở Việt Nam, rời quê hương ở tuổi lên
10, 1 sinh tại Hong Kong, hai ngoại quốc và 4 sinh ở Mỹ. Sau hơn 43 năm định cư
tại Hoa Kỳ, hầu hết các cháu lần đầu tiên về Việt Nam với tinh thần thiện nguyện
và học hỏi lịch sử.
Tuy
đã xin Visa nhập cảnh Việt Nam online nhưng thẻ visa về chưa kịp nên phải làm DỊCH
VỤ VISA NHẬP CẢNH TẠI PHI TRƯỜNG (VISA ON ARRIVAL).
Tại
đây, lệ phí cho mỗi Visa là 320 đô la Mỹ. Tống cộng:
320 x 5 = 1.600
USD tương đương với 42 triệu VND theo mệnh giá tiền Việt Nam hiện hành.
Tham
khảo các tài liệu về Tài Chính, Hải Quan và Luật pháp Việt Nam và Quốc tế hiện
đang áp dụng tại các nước lân cận thì được biết như sau:

Như
vậy, do những nguyên tắc ứng dụng và phụ thu như thế nào và từ đâu tới mà bản
thân người xin nhập cảnh chưa được cơ quan chức năng sở tại giải thích để người
trả phí được hiểu rõ ràng minh bạch; thậm chí có sự suy diễn quá tầm rằng: phí
Visa nhập cảnh du lịch Việt Nam tăng hơn 1000%?!
Sở
dĩ tôi đề cập đến vấn đề lệ phí Giấy Thông Hành Nhập Cảnh là vì đang hồi hộp
theo dõi chuyến về thăm Quê Hương của con rể và các cháu ngoại lần đầu tiên háo
hức về thăm đất nước nguồn cội của người phối ngẫu, của Ông Bà, Cha Mẹ; cộng
thêm với tinh thần từ thiện và nhân bản là tình nguyện giúp người trong cảnh
khó khăn chưa hề quen biết nhưng chung nguồn huyết thống trực hay gián tiếp với
bản thân mình đang cực kỳ lúng túng và thất vọng trong bước đầu nhập cảnh.
Khi
viết những dòng này, tôi chưa có ý chỉ trích, phê phán hay kết luận “sai – đúng”
về một sự kiện đang xảy ra trong mắt nhìn công khai hàng ngày của hằng triệu
hành khách quốc tế. Hiện tượng chi phí bị tăng hơn 30 lần vẫn chưa được lý giải
thỏa đáng như gia đình của con cháu chúng tôi đang có mặt tại Việt Nam đang nhận
chịu. Dù với bất cứ lý do nào, suốt hơn 40 năm du lịch thường
niên đến các quốc gia và vùng miền trên thế giới, chúng tôi chưa bao giờ gặp cảnh
“thu phí bất thường” như thế này.
Việt
Nam đang tiến những bước đầy khích lệ được thế giới kính trọng. Ngành du lịch
phát triển. Không vì một lý do gì để níu lại hay làm chậm bước tiến lên đầy hứa
hẹn của đất nước và dân tộc.
Năm
2024, được biết ngành Du lịch (Travel & Tourism) Việt Nam đã thu về cho đất
nước với tổng doanh thu toàn ngành đạt khoảng 840 nghìn tỷ, tương đương khoảng 32.96 tỷ
USD chiếm 6.6–7.0% GDP (so sánh với Nông – lâm – thuỷ
sản ≈ 12–14%). Du lịch đóng một vai trò rất tích cực trong quốc kế dân sinh.
Khẩu
hiệu của chính quyền Việt Nam đương đại, dưới sự lãnh đạo của TBT Tô Lâm đang
được người dân Việt và cộng đồng thế giới quan tâm, mang một thông điệp đầy phấn
khích là “Việt Nam cất cánh, tiến vững, tiến mạnh vào tương lai…”.
Mong
rằng, người Việt và thế giới; đặc biệt là giới trẻ kế thừa đang từng bước nhìn
thấy và trải nghiệm cuộc hành trình Việt Nam đang diễn tiến.
Các
con, các cháu trong những ngày tới gắng làm hết khả năng để giúp cho bà con
mình tại Dak Lak với niềm tin là thế hệ đàn anh tại Việt Nam có tâm và có tầm,
đủ bản lĩnh sẽ níu kéo các con trở về quê hương không chỉ lần này
mà còn nhiều lần tới nữa.

TOURIST VISA FEE TO ENTER VIETNAM
INCREASED BY OVER 1000%?!

just occurred at Tan Son Nhat Airport, as follows:
The Tran-Perez family,
consisting of a couple (both medical doctors) and their three children
(university students intending to pursue medical careers), returned from the
U.S. to volunteer in humanitarian work in Dak Lak (Buon Me Thuot) through
the humanitarian assistance program of the organization SAP-VIETNAM.
SAP-VIETNAM (Social
Assistance Program for Vietnam) is a nonprofit humanitarian organization
aimed at providing medical and social support to underprivileged people in
Vietnam. Established in 1992 in the United States, this organization brings
together doctors, pharmacists, healthcare professionals, and overseas
Vietnamese volunteers who regularly travel to Vietnam to carry out free medical
exams, distribute medicine, perform humanitarian surgeries, and support local
communities.
Much
like Doctors Without Borders (Médecins Sans Frontières),
SAP-VIETNAM operates independently, without profit motives or political,
regional, or religious bias. Over the past three decades, it has significantly
contributed to improving the quality of life and healthcare for tens of
thousands of Vietnamese people in remote and underserved areas.
In
our extended family, there are currently 9 members (5 specialized doctors and 4
university students) present in Dak Lak, who have volunteered and are
self-funding all expenses, as well as contributing financially as required.
Among them, three were born in Vietnam and left at age 10, one was born in Hong
Kong, two in other foreign countries, and four in the U.S. After over 43 years
living in the United States, most of them are returning to Vietnam for the
first time, filled with a spirit of volunteering and a desire to learn about
their ancestral history.
Although
they had applied for Vietnam entry visas online, their visa cards had not
arrived in time. As a result, they had to use the Visa on Arrival service
at the airport.
There,
the visa fee for each individual was 320 USD. Total: 320 x 5
= 1,600 USD, equivalent to about 42 million VND at
the current exchange rate.
After
reviewing financial, customs, and legal documents applied in Vietnam and
neighboring countries, we found the following visa-on-arrival fees for
comparison:

19 USD
· Thailand:
20 USD
· Vietnam (official
online rate): 25 USD
· Indonesia:
35 USD
· Laos:
40 USD
· Cambodia:
45 USD
· Myanmar:
50 USD
So,
what principles or surcharges have led to this increase — and
where do they come from? These have not been clarified by any local authorities
for the applicants to understand the reasoning transparently. Some might even
speculate beyond reason that “Vietnam’s tourist visa fee has increased
over 1000%”!
I
raise the issue of entry visa fees because I am anxiously following my
son-in-law and grandchildren’s first trip to their ancestral homeland — the
land of their spouse, grandparents, and parents. With hearts full of excitement
and compassion, they came to help strangers who share a common heritage,
whether directly or indirectly. However, they have faced confusion and
disappointment right at the very first step of entering the country.
In
writing these words, I have no intention to criticize or conclude what is
“right or wrong” about this situation, which is visibly experienced daily by
millions of international travelers. The fact that the cost has increased more
than 30 times without clear explanation is something our
family is personally experiencing. In over 40 years of international travel, we
have never encountered such an unusual and unexplained fee
collection like this.
Vietnam
is making inspiring strides that are gaining global recognition. Tourism is on
the rise. There is no reason to slow or hinder the promising forward movement
of this nation and its people.
In
2024, it was reported that the Travel & Tourism industry
in Vietnam generated a total revenue of about 840 trillion VND,
equivalent to approximately 32.96 billion USD, contributing 6.6–7.0% to
the national GDP (compared to Agriculture–Forestry–Fisheries at about 12–14%).
Tourism clearly plays a vital role in the country’s socio-economic development.
The
current Vietnamese government, under the leadership of General
Secretary To Lam, has promoted a slogan that is drawing attention both
domestically and internationally:
“Vietnam Takes Off — Advancing Steadily and Boldly into the Future.”
We
hope that Vietnamese people and the world — especially the younger generations
— will continue to witness and participate in this evolving journey of Vietnam.
In
the coming days, our children and grandchildren will do their best to assist
the people of Dak Lak, with the belief that the elder generations in Vietnam —
with both heart and vision — will be capable of encouraging
them to return not just this time, but many times in the future.
