của các Hội Đoàn và tổ chức Tôn Giáo tại Toronto
Kính thưa quý đồng bào,
Gần đây chúng tôi có nhận được một Thông Cáo Báo Chí (press release) của “Vietnamese Boat People Day Committee”, tạm dịch là “Ủy Ban Ngày Thuyền Nhân Việt Nam” do ông Trần Quốc Thiện làm Chủ Tịch (chairperson), điện thoại 416-875-0755, phổ biến ngày 29 tháng 4 năm 2011. Thông Cáo Báo Chí này cho biết “Ủy Ban Ngày Thuyền Nhân Việt Nam” vào các ngày 15, 16, 17 tháng 11 năm 2010 đã gởi văn thư đến Hội Đồng Thành Phố Toronto với ba (3) yêu cầu sau:
1. Xin Thành Phố Toronto Công Bố ngày 30 tháng 4 năm 2011 là Ngày Thuyền Nhân Việt Nam;
2. Xin Thành Phố Toronto cho phép thượng kỳ tại cột cờ của Thành Phố Toronto ngày 30 tháng 4 năm 2011;
3. Cộng đồng người Việt không hỗ trợ việc kết nghĩa giữa hai thành phố Toronto và thành phố Hồ Chí Minh.
2. Xin Thành Phố Toronto cho phép thượng kỳ tại cột cờ của Thành Phố Toronto ngày 30 tháng 4 năm 2011;
3. Cộng đồng người Việt không hỗ trợ việc kết nghĩa giữa hai thành phố Toronto và thành phố Hồ Chí Minh.
Cũng theo theo Thông Cáo Báo Chí được công bố, Ủy Ban Ngày Thuyền Nhân Việt Nam đã liệt kê danh sách 11 hội đoàn và 3 tổ chức tôn giáo tại Toronto đồng ý đứng tên vào thỉnh nguyện thư xin Hội Đồng Thành Phố Toronto chấp thuận ba (3) yêu cầu vừa nêu, trong khi chúng tôi, các hội đoàn và tổ chức tôn giáo có tên trong danh sách dưới đây, hoàn toàn không được thông báo về sự việc này.
Chúng tôi nhận định rằng ngày 30 tháng 4 phải là ngày Quốc Hận vì đó là ngày khởi đầu một trang sử đen tối cho dân tộc Việt Nam. Thay đổi ý nghĩa của ngày Quốc Hận là phản bội sự hy sinh xương máu của hàng triệu quân, dân, cán, chính miền Nam trong cuộc chiến bảo vệ Tự Do.
Từ nhận định trên, chúng tôi, những hội đoàn, tổ chức tôn giáo đứng tên dưới đây long trọng thông báo:
- Hoàn toàn không chấp nhận công bố ngày Quốc Hận 30 tháng 4 là Ngày Thuyền Nhân Việt Nam;
– Cực lực phản đối Ủy Ban Ngày Thuyền Nhân Việt Nam đã mạo danh chúng tôi trong việc gởi thỉnh nguyện thư lên Hội Đồng Thành Phố Toronto.

TO RAISE HERITAGE & FREEDOM FLAG ON VIETNAMES BOAT PEOPLE DAY

As the Vietnamese Canadian community continues to grow in size and stature in the GTA (over 88,000 pop.) we have made a concerted effort to reach out and make greater contributions to Toronto’s economic development, cultural mosaic, and political landscape.
As a group, we are peaceful and productive members of this great city. Hence, when we do raise our voice on issues that are important to us, we sincerely hope that you and city council recognize how passionate Vietnamese Canadians are regarding our ability to publicly celebrate freedom and democracy.
The Vietnamese Canadian organizations listed in this letter would like to bring three key issues to the attention of city council and respectfully ask the city to act on the following requests:
· Request a Proclamation from the City of Toronto for 30 April 2011 as the Day of Vietnamese Boat People (in celebration of the generosity of the thousands of Canadian families who have sponsored and supported Vietnamese refugees and immigrants who have fled to Canada in search of freedom and opportunity since the 1970s);
· Request the City of Toronto permits raising the Vietnamese Heritage and Freedom Flag on the courtesy flag pole during the commemoration ceremony 30 April 2011; and
· The Vietnamese community does not support the friendship cities designation between Toronto and Ho Chi Minh City. (The current Vietnamese government represents the same communist regime that caused nearly all Vietnamese Canadians to leave Vietnam in the first place. Establishing a friendship designation with a Vietnamese city would act as an ironic and offensive slight to the majority of Vietnamese Canadians in the GTA.) As such we request that the Economic Development Committee to review, justify, and cancel the friendship designation to Ho Chi Minh City on the committee’s scheduled meeting 28 January 2011. We wish for the City of Toronto to formally cancel the friendship designation prior to 10 February 2011, since after this date the Friendship designation shall automatically renew.

Accompanying this press release is a document outlining more details and historic background information regarding the Vietnamese Canadians’ efforts to work with Toronto city council to better understand our concerns and realistic goals to celebrate our culture and gratitude for the freedoms that we enjoy in Canada.
This is an opportunity to meet the Vietnamese Community Leaders at the this event, and to hear their concerns.

Recent Development
….. On 12 November 2010, our request to raise the Heritage Flag was forwarded from Councillor Cho to Mayor Ford’s office. On 15 November, 17 November and 16 November 2010, letters to Mayor Ford requesting discussion of: Proclamation of Vietnamese Boat People Day; Raise the heritage Flag; and Friendship designation with Hochiminh City (trích từ trang 4 của Thông Cáo Báo Chí).
